The last two are about regional Matchmaking and Party Privacy plus the prevention of resetting of an Emblem with Prestige. Think of the former as a global matchmaking filters whereas in whatever country you are, you can still customize your own matches. As for the former, your emblem will be remained untouched even if you undergo a prestige.
